It refers to talks of ‘emergency’ in and subsequent denial by government allegedly under pressure of world’s only hyper-power and oldest democratic country . has practical reasons to worry whenever any political or governance disturbance is caused in sibling neighbour . Drawbacks of governance-system cause hindrance in progress of nation and welfare of people. United Nations Organisation (UNO) should draft a democratic system based on experiences of its members which may be uniformly adopted by countries following democratic system of governance, by removing evils causing instability or dictatorship. New system should be both qualitative and quantitative while at present most democratic systems based on vote-bank politics are only quantitative. Suggestions should be invited from governments and people of different nations in the global world. It may be noted that in Asian sub-continent even alongwith its surrounding nations have witnessed such disturbances at different times.
Best is to elect a Prime Minister by secret and compulsory vote of all members of the lower house on nominations signed by at least one-third members through Electronic Voting Machines. Same procedure may be adopted to remove the leader but with compulsion to name the alternate leader in the same motion. Also elected members should not be allowed to hold any type of office including ministries to enable them to concentrate only on their constituencies and people. Only persons having not contested any election in past say one year may be made ministers with limit of ministerial-strength to one-tenth strength of the lower house.
